Looking for a good priced rack server

I am looking for a good price on a rack server. I need an online retailer that will ship to Canada. I am willing to spend about $1k CAN.

Some of the requirements are:
Maximum U2 size for rack
Minimum quad core cpu
Minimum 16GB of ram. I have an extra 2x8GB of DDR3 2XR8 1600 Unbuffered ECC, would be nice to utilitize it!
Windows Server 2008 R2 support
Doesnt need a mechanical harddrive, a single SSD or pair of SSD's would be nice

Please ask more questions to help me get this sorted out, and suggest some units!

For under 1k, I doubt your going to do much better. Most new rack mount servers with similar specs are going to be in the $1k-$2k range. A new PowerEdge R230 with an E3-1220 and 16GB of memory comes in about $1200. Note that it uses DDR4 memory though, so the memory you have wouldn't work. I suspect you will be forced into the refurb/used market to get a system that will use DDR3.

I got one off eBay for just a few hundred USD but it was 5 years old and used.

I haven't used any of them personally, but do be aware that there are a number of vendors that specialize in used HP/Dell server hardware. From a performance standpoint I'd say that anything that's of Ivy Bridge vintage or newer should be good enough. x86 just doesn't go out of date like it used to.

Not sure refurb vendors like Curvature would have anything, but take a look there too?
