The attraction of Z- series motherboards is they are overclockable, compared to the B- class motherboards that are not. So if you are going to spend the extra money to get a Z- class motherboard, you really should pair it with a K- series CPU chip that is also overclockable.
So I wouldn't recommend getting a 11400 (or a 10400) and pairing it with a Z- motherboard, as the --400 chips are locked.
To fit in the budget you seem to be going for, I would either get the 10600K and find a Z-490 motherboard (not sure if the Z-590 will work with a 10th gen CPU...) OR get the 11400 and find a B- series motherboard instead. Of the two, I think the 10th gen will probably be the better choice. There isn't a lot of performance benefit for going 11th vs. 10th (literally the only difference is the clock speeds) and a --600K chip is definitely a better performer than a --400 chip.
