Just an FYI, if you stay with a Z77 or Z75 motherboard, you will be able to overclock an i5-3470 (on sale for $185) by 400MHz. That brings it up to a 4GHz max clock which is good.

The base clock of that chip is 3.2Ghz; 4Ghz is an 800Mhz overclock. The chip isn't designed to run 3.6Ghz on all cores; saying "a 400Mhz OC gets you to 4Ghz" is disingenuous at best and doesn't set expectations realistically.
An 800Mhz OC on Ivy Bridge without delidding the chip is going to require some decent cooling.
