Not boot, Threadripper, ("Fixed" > MB replaced)

Gigabyte X399 Designare EX Motherboard
Corsair AX860
Corsair CMK64GX4M4B3333C16 (4x16)
Even bought a static wrist strap.
Hooked up the two cpu power connections and the MB power connection,
EDIT... ram and the two 6pins for the videocard.
Pressed the power switch on the Power supply and
the only thing that happened was the pink Designare led turned on and buzzed.
(guessing standby power)
Press the MB power button and the pink led goes out and nothing.
And seems to need a rest before you can turn the power supply
switch back on and get the pink led again.
The delay makes me think of a short and the power supply is
shuting down to protect everything.
Have not removed and reseated the cpu yet.(last resort)
Guessing the status led for the cpu should light up if NO cpu...?
If yes, will have to pull the cpu next. (trying to ignore sick feeling)
This is resting on the MB box, not in a case.
There are 4 status leds not lite, the error code read out not lite.
I mean even if you had no cpu,ram,graphic I would expect the
status leds to light up and let you know the problem area.
No other lights,no fans... nothing
I tried another power supply with hard wired cables and got the same results.
I removed items bit by bit till down to just a cpu. No change.
Thoughts welcome, really hope I've missed something obvious.
If not I'll send the motherboard back first since it won't power up.
I watched the recent computer build on PC World and these led crazy
motherboards should light up the room.
