I'm guessing a picture. I don't see it either.

I see the picture. And yeah, it looks like the board has been subjected to some pretty serious heat.

I see the picture, but all I see is either some dust or minor defects in the conformal coating (or whatever that coating is on PCBs, pretty sure it's not actually conformal coating, maybe a varnish).

If anyone had to deal with the Intel SDS2 server motherboards, they produced enough heat to discolor the PCB and desolder surrounding components but make no noticeable impact on the coating. While the board is naturally brown, I still don't see any discoloration or darkening, nor do I see anything wrong with the surrounding solder points or components.

Looks like the coating is slightly blistered to me? A clearer pic would help.

In my experience it doesn't blister like that, and definitely not without some kind of discoloration or desoldering.

Check out this studio speaker I repaired for a friend: viewtopic.php?f=1&t=116387&p=1317504&hilit=speaker#p1317504

The PCB was charred, entire layers were gone. Even so, the surrounding PCB didn't "bubble" like this. I'm really standing behind this being nothing more than a coating visual defect.

Absent a clearer picture, it does look like some slight blistering and discoloration has occurred from either heat or subsurface corrosion.

Speaking to other comments: Not all PCBs fail in the same way, it depends on the quality of the board, the type of substrate, number of layers, environmental conditions, and so forth.

it's a caramelized look, like taking a blow torch to sugar. so looks like a small heat issue. i've seen worse

Yeah, there's definitely some discoloration which was not apparent in the original pic. I've seen worse, but only on boards which have ceased to function.
