I'll give a slight twist on this... if the monitor is large (27in+) and you sit close to it, you will like the IPS better. If you sit far away, you won't notice as much difference between an IPS and TN monitor. Everyone will say the IPS has better colors.. they are right, but you have to be pretty picky to care about the difference.
Edit: Strangely though, my 1440p monitor looks better when 1080 content is displayed at 1440 than at 1080. Might be something going on with scaling vs native resolution.
