CPU Clock Boost to max without load

I overclocked my 3770K to 4.9GHz on water cooling using Turbo Frequency Overclocking.

Normally I would see my CPU jump to 4.9GHz when I launch a game or open an Application.

When in Windows 10 Desktop, with no load, the CPU normally goes idle (at around 1 to 3% utilization), then I can see the clock speed drop to 1.6GHz, and occasionally bounce to 4.9GHz if a background task requires more cycles.

Not sure what caused it (possibly a software update), but currently my CPU stays pegged at 4.9GHz, even when idling at 1% Utilization.

Something is causing it to boost in the background.

I've tried disabling the network card (since some client machnies could be accesing it), stopped all system tray stuff, no luck.

Monitoring the processes, I dont see any process using more than 1% CPU.

Sounds like you still have normal Speedstep/EIST enabled. It frequently will boost a single core under light workloads, so you should use a monitoring program that can monitor all four core clocks independently such as http://www.cpuid.com/downloads/hwmonito ... r_1.30.exe

I think i experience this too.

OC with asus ai suite.

Check Power options (in Control Panel), if set to High Performance, try using a Balanced profile. Sounds like something is keeping it from stepping down.

This does fix the problem, but the CPU is now "lazy" to boost to 4.9GHz, so when I game, I just manually set it to Performace Profile.

But, this is not ideal as in the past Performance Mode was the one stop shop.

Guess I'll have to do a fresh re-install of Windows 10 eventually.
