Dedicated GPU being downclocked while Integrated GPU is being overclocked?

My AMD Radeon R9 M290X is capped at 450MHz/300MHz regardless of what settings I change in any OC utilites or on CCC.

The clock is set to 903/1256 (currently using TRIXX) but the card is ALWAYS capped at 450/300 in reality.

For whatever reason, my integrated card that is set to 400/800 is actually running at 1150/800.

I have absolutely no clue what to do or how to fix this.

I've tried clean uninstalling and reinstalling every driver available.
I've installed and uninstalled every OC utility making sure they aren't affecting each other.
I've reset BIOS.
I've taken the laptop (Alienware 17) apart to make sure the GPU is installed properly.

Is the GPU/Power Supply (or wiring) malfunctioning?

Or can it be solved with a few clicks?

Either way, I'm at a complete loss. Any help is greatly appreciated.

The iGPU clocks sound normal - IIRC 400 is a normal base clock for Intel graphics, but they readily boost to 1000-1150. I wouldn't worry about that part.

I'm pretty sure I've heard of dGPU issues like that before, but I'm also pretty sure it's actually been several different issues, and I don't even remember which ones are relevant to AMD. Someone else around here will probably know more.

Did this start at the same time as any other change to the system, like a driver update?

This has been going on for some time now and I only just recently investigated further.

The clock speed discovery happened yesterday, however, I have noticed bad frame rates since I did a reinstall of the operating system about a year ago. I've just kind of dealt with the framerate issues since then.

I had a few other problems with the computer which was the reason for a reinstall. I replaced the hard drive and reinstalled which fixed the issues, for the most part.

I was thinking the card might be fried to some degree, but it is still functional (sort of).

I feel like its current clock speeds are more of a software issue than hardware.

Where did you get the drivers at reinstall?

Which versions have you tried?

Which OS is it?

What make and model of laptop?

Alienware 17 R1 - Windows 10

Drivers obtained directly from Dell

I've tried various versions of Crimson ReLive from AMD to no avail.

Truly, the current (15.2) drivers from Dell are the only ones that work to a tolerable degree.
