i have had a setup running for about 2 years now same water still clear. now i am considering upgrading to a gtx 460 from my 7950gt but both my cpu and gpu are watercooled.. if i disconnect the 7950 from the waterblock buy an aircooled 460 would my case be full of condensation since the gpu waterblock is just hanging without cooling anything down??

no, you only get condensation if you're cooling below the dew point, with is much lower than room temp.
