Windows 10 pro 2004 keeps waking up my hdd and moves its head (click sound)

Hi my name is Andy. My PC has 3 ssd and 3 hdd (1 seagate compute 4tb, 1 seagate black 2tb, 1 hgst 4tb) My os is installed on ssd along with all of my games. I turn off hdd by power setting and hddscan but after few secs all of my hdds wake up and vibrate like earthquake.
All I did turn off superfetch, pagefile, anti virus, background apps,
I used ResMon and process montitor to locate what files windows is accessing but nothing from hdd.
Anyone play LOL? swear to god my lol folder is on ssd but launching it makes noise from my hdd reading files. Even running any windows programs like paint.exe, calculator my hdd makes reading noise
I have no idea what is going on please help

honestly, if your hdd is making sound, it's time to retire it. and no, i play dota2 :P nonetheless any form of clicking or buzzing sounds are a sign of mechanical failure of the hard disk.

Try a fresh install. If it still does it... something might be dying.

You might also want to run Crystal DiskInfo on all the drives to see if any SMART errors are showing up. This may identify if any drives are in trouble (and which ones).

And if you haven't yet, back up everything important. You may be on borrowed time with at least one disk.
