Dell laptop "working on it" file delays...

Inspiron 5570 laptop, Win10 Pro, 2TB HDD (replaced with an NVMe M.2), core i7-8550U, 16GB RAM, Radeon 530 4GB VRAM + integrated Intel 620

From day one I've been getting a delay when I open a file, up to 10 secs. Explorer says it's "working on it." Not every time but most of the time. So I replaced the HDD with a 2TB Intel 660p NVMe M.2. HD Tune reports AVERAGE READ is 907 MB/s. Still the delays persist. The drive has >60% free space, no peripherals, no scheduled tasks, no registry tweaks. The Indexing Service is on.

Can Win10 be the culprit here? If not what could be causing it?

Sounds like a chipset issue, but damned if I know which one.
What we have today is way too much pluribus and not enough unum.

It's some software you've got installed that's doing it - a clean install is probably easier than figuring out which, though.

Looking at what's running in the background...jeez Win10 sure runs a lot of processes...or maybe it's just a more complete list compared to Win7? Whatever - I just wish the Win10 Taskmgr (that got such rave reviews) would show the running count of processes the way Win7 does.
