The leaked NSA toolkit from a few months ago had all all sorts of unpublished vulnerabilities and tools, and Eternal Blue (the attack vector for Win 7 systems that WannaCry exploited) is just one of many that were probably in that kit. For those that don't know, Eternal Blue exploited a vulnerability in Win 7 that the NSA discovered but never notified Microsoft about. It allowed remote attacks on Win 7 installs without the need for user interaction in any fashion.
