CPU frequency in Win10 1909 task manager being over reported

My i7-3770 is showing 4.41GHz max frequency at less than 20% utilization in task manager but in CPU-Z it alternates between 3.7 and 3.8 GHz. What's going on?

One is the max while the other current frequency.

Might be bug in the task manager.

When I overlciock my 2600k to 4.5ghz the windows task manager will report 5.5 or 5.8ghz.
Main machine: Core I7 -2600K @ 4.0Ghz / 16 gig ram / Radeon RX 580 8gb / 500gb toshiba ssd / 5tb hd
Old machine: Core 2 quad Q6600 @ 3ghz / 8 gig ram / Radeon 7870 / 240 gb PNY ssd / 1tb HD
