Word Wrapping at 80 Characters in Outlook 2007

For some reason or another, Outlook 2007 is simply refusing to wrap at 80 characters in the editor. As far as I know I have everything set properly.

From the main Outlook window:
Tools -> Options -> Mail Format
Compose in this message format: Plain Text

Tools -> Options -> Mail Format -> Internet format... -> Plain text option
Automatically wrap text at 80 characters

File -> New -> Mail Message -> Office Icon -> Editor Options -> Advanced -> Display e-mail content
Show text wrapped within the document window (both checked and unchecked)

The result is that I type:
This is a really long line that should wrap at eighty characters but does not for some reason or another.

And it shows as:
This is a really long line that should wrap at eighty characters but does not for some reason or another.

Please help! This is driving me crazy and nothing on the Internet has been helpful or detailed in any kind of resolution.

And using 'Rich Text' or 'HTML' is not an option. It is, quite simply, unacceptable.

Can't you just make the window narrower?

That only changes the view on my screen. It does not properly wrap the content.

There will be a thousand users who will be outraged by what I'm about to say:

The solution to this issue is Thunderbird.

I was able to install Thunderbird on my workstation. So, I imported all of my mail and contacts from Outlook, and now I'm good to go.
