Video editing with GNU/Linux

My question is simple.
What's better for video editing or what are the pros and cons of it, of doing it in Windows or Linux? Also is there a Premiere alternative for Linux?

I'm asking this because a guy uses his computer mainly for that. He needs to make avi files and mpeg files from VHS etc...
He also has a Canopus DVStorm2 video card.

Investigate CinePaint, which used to be called FilmGimp. I've no personal experience but I am told it is Where It Is At for film editing under Linux right now.
