Report: Arkham Knight on PC is buggy, capped at 30 FPS

Reports are coming in that the PC version of Batman: Arkham Knight is capped at 30 FPS. It also appears to be plagued by performance and graphical issues.

The frame rate cap can be removed by altering the game's configuration files (which by itself is a very entertaining activity when one could be gaming), but users are also reporting that even after doing so, there are major stuttering problems, with frame rates dropping as low as 10 FPS.

Other issues are present, too—Steam users report texture flickering and slowdowns in the game's menus. 70% of the 3,237 Steam users that reviewed the game gave it a thumbs-down, a number that is growing by the minute. One can imagine that some of those gamers made use of Steam's recently-implemented refunds policy.

Rocksteady has issued a response stating that "[they are] aware that some users are reporting performance issues with the PC version of Batman: Arkham Knight." That statement also seems to indicate that the PC port was done by a third party. Given the frame rate cap alone, it seems they haven't realized that it's actually 2015. Either that, or they want to provide us with a "cinematic experience".
