UN Chief Applauds Altman's Global AI Sentinel Vision

On Monday, United Nations Secretary-General Antonio Guterres expressed support for the establishment of a global artificial intelligence (AI) oversight entity akin to the International Atomic Energy Agency (IAEA).

Last month, Sam Altman, CEO of OpenAI, floated the idea of a governing body to regulate the roll-out of AI, ensure adherence to safety protocols, and oversee the consumption of computational resources. Altman proposed this idea during his worldwide Artificial Intelligence discussion tour. This significant proposal has marked a global shift in attitudes towards AI governance, focusing on human rights, the rule of law, and collective benefit.

As an advocate for responsible AI governance, OpenAI’s position underlines the pressing need for international oversight to ensure the technology’s safe and ethical application.

In his declaration, Guterres indicated that plans are underway to form a high-level Artificial Intelligence advisory group by the end of 2023.

This group’s primary responsibility will be the regular review of AI governance procedures. In addition, it will propose adjustments to better align with the common good and legal principles.

He suggested that this new agency, modeled after the IAEA, could be a compelling solution. Besides, he emphasized that the prerogative to create such an agency lies solely with UN member states.

This expression of support by the UN Secretary-General points to the world’s collective recognition of the necessity for comprehensive regulation in the rapidly evolving field of AI. This approach is expected to safeguard humanity’s future in the age of intelligent machines.

The Shared Responsibility of AI Governance

This announcement comes shortly after UK Prime Minister Rishi Sunak’s recent proclamation of a global summit focusing on AI safety during his visit to Washington.

Scheduled for later this year, the summit seeks to assemble influential nations, tech industry leaders, and researchers to evaluate the potential risks associated with AI.

While expressing approval for the upcoming summit in the UK, Guterres asserted the need for “serious work” in preparation.

He also announced his intention to assemble a scientific advisory board composed of Artificial Intelligence experts and chief scientists from UN agencies in the days ahead.

The calls for regulation and safety have gained momentum as countries and tech corporations scramble to mitigate the potential perils of AI.

Notably, the US, Canada, UK, EU, and India have initiated the development of legal frameworks for AI regulation. Indian IT Minister Ashwini Vaishnaw communicated his apprehensions, emphasizing the international nature of these concerns. Besides, he acknowledged the global responsibility to establish a regulatory setup.

Voices from within the AI industry have also echoed these sentiments. Artificial Intelligence pioneer Dr. Geoffrey Hinton warned about the societal impact of AI in May after leaving Google. He stated that generative AI’s unchecked progress could flood the internet with indistinguishable false photos, videos, and text.
